Assessment of the impact of inclusive and smart development on the management of business processes in the ukrainian territorial communities.
Анотація
Subject of study. The article examines the impact of inclusive and smart development on business processes in territorial communities of western Ukraine. The study improves theoretical and methodological approaches to analysis, which, unlike existing ones, take into account the demographic, social, budgetary, institutional and digital characteristics of communities, as well as differences between urban, settlement and rural territorial units. This allowed identifying key trends, drivers and risks for the development of business processes in different types of communities. The aim of the study. The purpose of the article is to study the impact of inclusive and smart development on the efficiency of business processes in territorial communities of various types (urban, town, rural), as well as to develop a methodological and practical basis for improving management models in such multi-profile groupings. Research methods. Comparative analysis was applied to distinguish differences between urban and settlement/rural communities, focusing on digital maturity, institutional capacity, budgetary resources, and development profiles in tourism, recreation, and residential sectors. Results of work. Urban communities demonstrate a higher level of digital maturity, institutional capacity and budgetary security, which contributes to a more stable and effective development of entrepreneurship. In contrast, settlement and rural communities actively develop tourism, recreation, and housing sectors but have limited access to digital tools and require strengthened social inclusion. It is substantiated that increasing the effectiveness of business processes in communities is possible thanks to a comprehensive toolkit, which includes: the development of inclusive entrepreneurship; the creation of local support centers for small and medium-sized businesses, including in the format of business incubators or hubs; the introduction of digital platforms, online services and geoinformation systems for interaction with authorities; institutional strengthening of management structures through economic development departments or innovation support agencies; modernization of community development strategies taking into account the components of smart specialization and sustainable inclusive growth. The results provide a methodological and practical foundation for developing business process management models in communities with different development profiles. It is concluded that combining smart approaches with inclusive methods ensures business environment sustainability, balanced resource use, and enhanced competitive advantages.
