Adaptive management of community resource resilience under martial law
Анотація
The paper substantiates the need for territorial communities to transition from traditional management models to adaptive management in conditions of military destabilization. The author reveals the transformation of resource sustainability from a quantitative indicator of assets into a dynamic characteristic of functional mobility and autonomy of systems. Particular attention is paid to the typification of resources, which includes infrastructure decentralization, human capital mobilization and digitalization of management processes. An iterative management cycle is described, which includes monitoring, gap assessment, flexible planning and operational correction of actions. It is proven that the formation of such a dynamic ecosystem is an indispensable condition for ensuring the vital activity of communities and their self-renewal under the influence of external shocks.
