ORGANIZATIONAL-INSTITUTIONAL AND ECONOMIC PREREQUISITES FOR EFFECTIVE DISTRIBUTION AUTHORITIES BETWEEN STATE AUTHORITIES AND LOCAL SELF-GOVERNMENT WITHIN THE REFORM
Анотація
In the conditions of independence, Ukraine has every opportunity to overcome the consequences of excessively centralized power and to ensure effective distribution of powers in two directions: in the first, between local governments of different levels; the second – between them and the executive (state) authorities. For this purpose, within the framework of decentralization reform, it is necessary in the first direction of separation of powers: to optimize the territorial basis of state authorities and local self-government; to provide state support for local economic development; to realistically assess the capacity of the United Territorial Communities (UTC), counties and regions to fulfill their educational, medical and other authority; to intensify the cooperation of UTC. In order to achieve the goals of decentralization reform in the second line of division of powers, it is necessary: at all levels to create bodies of representative and executive power; standardize the number of structural units of the executive committee of the UTC, the qualification requirements and the conditions of remuneration of their employees; to expand the scope of its own powers of UTC, in particular with regard to land management outside settlements; complete the transfer of the powers of district state administrations to the executive committees of the UTC and districts; to accelerate training of local government bodies; optimize administrative costs, particularly in the UTC; to ensure effective control over the implementation of the powers conferred on the executive committees by the state (through the institute of prefects) and civil society.
