Assessment of the current state of the resource potential of agricultural enterprises in Ukraine: problems and prospects
Анотація
The article presents a comprehensive assessment of the current state and dynamics of the resource potential (RP) of agricultural enterprises in Ukraine between 2021 and 2024, given the full-scale military aggression that caused a structural deformation of the agrarian sector. The study is based on a systemic approach that reinterprets the RP concept from the “potential of ownership” to the “potential of access and functioning,” which is critically important in conditions of systemic risks, logistics disruptions, and demographic shifts. The aim of the article is to identify structural deformations and hidden systemic risks in the RP of agricultural enterprises. The methodological basis includes methods of systemic analysis of official statistics and reports from relevant ministries. The key components of the RP were analyzed, and a critical asymmetry was identified: Financial and Technical Potential demonstrate artificial stability that is entirely dependent on massive and direct state intervention (programs such as “Affordable Loans 5-7-9%” and 25% compensation for equipment costs). This creates a high risk of systemic collapse if budget financing is cut. Human Resources Potential is in a deep crisis and undergoing qualitative “hollowing out” due to mobilization, resulting in a shortage of qualified mechanics and creating an “automation paradox” (a lack of operators for modern machinery). This problem is not being solved by current state programs. Land Potential is undergoing transformation: its value is shifting from physical quantity to administrative and legal quality (registration in the State Land Cadastre), which becomes the key to financialization and access to lending. Innovation Potential operates as a “black box”: it is critically important but remains unmeasured and unsupported at the systemic level, as current state policy focuses on preserving rather than transforming production potential. Conclusions indicate that the current state of the agrarian sector is characterized by crisis adaptation. Prospects for further research include developing a methodology for systemic monitoring and evaluation of innovation costs, as well as a detailed study of qualitative deformations in human resource potential.
