SYSTEMATIZATION OF CRITERIA AND PERFORMANCE INDICATORS FOR CONSTRUCTION PROJECT IMPLEMENTATION

Анотація

Abstract. The article explores the process of systematizing criteria and performance indicators for con-struction project implementation in the context of increasing demands for quality, economic feasibility, and sustainability of outcomes. In the dynamic environment of the investment and construction sector, there is a pressing need to integrate objective, comparable, and adaptive indicators for comprehensive evaluation of the feasibility, efficiency, and success of projects of various scales. The article generalizes the classification of efficiency by financial, technical, resource, social, organizational, and environmen-tal aspects. It is substantiated that a multi-level evaluation system should consider both traditional quantitative indicators (NPV, IRR, PI, ROI, implementation duration, budget overrun percentage) and qualitative criteria (client satisfaction level, implementation risks, compliance with standards). The article proposes a performance evaluation system based on the Analytical Hierarchy Process (AHP), which allows for the weighting of each criterion depending on the project type, investment scale, exter-nal conditions, and the company’s strategic objectives. It is identified that an effective system of crite-ria should ensure decision-making transparency, streamline management procedures, and enhance accountability among executors. Particular attention is paid to digital analytics tools (BIM analytics, ERP monitoring, KPI dashboards), which significantly expand the capabilities of real-time control and decision-making. The article pre-sents examples of integrating multidimensional indicators into project management information systems and demonstrates that systemic unification of criteria enables the comparison of project performance within a portfolio, the formation of best management practices, and the development of real-time risk prevention algorithms. Emphasis is placed on the importance of adapting criteria to the conditions of digital transformation in the industry, ensuring more flexible, transparent, and strategically oriented management of construction projects at all stages of implementation. It is also noted that the standar-dization of criteria contributes to building investor trust, improving auditability of results, and creating unified reporting formats aligned with international practices.
