Ensuring of the Economic Security of the Tourism Industry: the Role and Functions of the State

Анотація

The paper defines the role and functions of the state to ensure the economic security of the tourism industry. In particular, the priorities of state support for the tourism industry are determined; the directions of influence of the tourism industry on the economy are analyzed; the priority ways of development of the tourism industry in the context of ensuring of its economic security are allocated. It is emphasized that it is expedient to identify the source of receipt of funds, that ensures the expansion of the tax base, within the framework of the economy of Ukraine. To this end, in the context of the economic security policy of the tourism industry, it is necessary to change priorities for the medium term and focus state support within the following criteria: increasing of development costs; attractiveness for investors; high profitability in short terms of self-sufficiency; increase in the tax base; attracting foreign consumers. The direct and indirect influence of tourism on the economy is analyzed. In particular, with direct impact, there is an increase in the tax base and employment level. The level of well-being of the population is growing, in particular, through the emergence of temporary (seasonal) jobs, which will reduce the level of labor migration, since certain categories of the economically active population, primarily students, will have the opportunity to work part-time during the summer season. The indirect impact of tourism is the development of auxiliary infrastructure and related sectors of the service sector (hotel business, restaurant business, transport, etc.). The attention is focused on the fact that funds for the development of the most capital-intensive areas of tourism can be allocated with an increase in state budget revenues through the development of mountain tourism. Perhaps, at the initial stage, it is advisable to adopt a bill regulating the direction of revenues from the tourism sector exclusively for the development of tourism itself.
