Development of a conceptual model for managing the resource potential of an enterprise based on a system-process approach

In the context of a dynamic transformation of the market environment and the fragmentation of management, which hinders the realization of synergistic effects, effective management of the enterprise’s resource potential (RP) is a key factor in its sustainable development and competitiveness. Existing scientific approaches to RP management are largely fragmented, focusing either on the static structure of resources or on isolated management functions, which creates a significant scientific and methodological gap. The aim of the article is to develop an integrated conceptual model for RP development management by synthesizing system and process approaches. This system-process approach views RP as an open, dynamic system of interacting subsystems, and management as a targeted, cyclical influence on these subsystems and, crucially, on the links between them, with the goal of generating a synergistic effect. To operationalize the model, the RP is decomposed into five key interconnected subsystems: financial and economic, production and technical, labor (human resources), information and analytical, and innovation and technological. The developed conceptual model visualizes this potential as a network in which the management of subsystem interactions is the primary source of synergy, thereby overcoming the “bottleneck” principle. For practical implementation, a cyclical 6-stage algorithm for management decision-making is proposed. The closed loop of the algorithm ensures continuity, adaptability, and self-improvement in the RP development process. The scientific novelty lies in the creation of a holistic, integrated model that combines the methodology of system-process synthesis, a structural model of RP subsystem interaction, and a step-by-step, cyclical algorithm, enabling a transition from fragmentary to systemic management of potential development. The practical value lies in providing managers with a scientifically grounded toolkit for diagnosing imbalances, optimizing resource intensity, and establishing sustainable competitive advantages through targeted synergy management.
