Development of public-private partnership in the formation of local development strategies in the conditions of post-war reconstruction

Today’s realities of the economic development of Ukraine increase the role of public-private partnership through the interaction of different stakeholders in the strategic planning of local development. Post-war reconstruction is a multifaceted process. The article examines the public-private partnership in the formation of local development strategies, which are based on the effectiveness of decision-making, and the importance of socio-economic measures in post-war reconstruction, and largely depend on the interaction of public authorities and the private sector. Analyzing the role of the relationship between public authorities and the private sector in the planning and implementation of local development strategies, the main factors that determine the effectiveness of their interaction were identified. The results of the study emphasize the need to take into account the needs of all subjects of public-private partnership, including taking into account the needs of the territorial community in the process of forming a local development strategy. Attention is paid to interaction with international partners, which can provide additional resources and support. Measures are proposed that will contribute to increasing the effectiveness of stakeholder interaction, despite the possibility of conflict situations and misunderstandings, while ensuring more coordinated and effective planning and implementation of local development strategies for post-war reconstruction in Ukraine, which include — the creation of a platform for regular dialogue between stakeholders, application modern, innovative technologies, development of joint performance indicators for assessing the impact of strategies and joint definition of success criteria, monitoring, access to information.
