ASSESSMENT OF CRITERIA FOR A QUALITY INVESTMENT ENVIRONMENT IN THE IT SERVICES MARKET IN THE CONDITIONS OF GLOBAL CHALLENGES

Анотація

The article examines the features of the formation of a quality investment environment in the IT services market in the conditions of global economic and technological challenges. It is determined that the development of the digital economy and the rapid growth of the role of information technologies in the world economy necessitate the formation of an effective investment policy aimed at supporting innovative sectors of the economy. It is substantiated that for countries with a transformational economy, state regulation plays an important role in the formation of a favorable investment climate, which ensures the development of the institutional environment, support for innovation infrastructure, and the creation of favorable conditions for the activities of IT companies. The experience of state policy to stimulate investment in high-tech industries is considered, which demonstrates the importance of effective interaction between the state and business for the development of the IT industry. The main criteria for the formation of a high-quality investment environment are determined, which include the transparency of the legal system, macroeconomic stability, developed infrastructure, support for innovation activity and the development of human capital. It is shown that investment activity in the field of IT services covers various forms of investment, in particular investments in digital infrastructure, financial investments in technology companies and startups, as well as investments in intellectual capital. The role of state regulation in stimulating investment processes through the use of direct and indirect instruments of influence is analyzed. Direct methods include regulatory and legal support for investment activity, state support for innovative projects and the development of technological infrastructure. Indirect methods include tax, budgetary and monetary policies, which form a favorable investment climate. It has been proven that a comprehensive combination of institutional, financial and infrastructure instruments of state policy contributes to the formation of an effective investment environment, the development of the IT services market and the increase in the technological competitiveness of the economy
