Energy policy of Ukraine and EU: Transformation Under Martial Law

For over 500 days, Ukraine has been facing Russia's full-scale invasion, enduring daily air strikes on critical infrastructure, including energy facilities. Concurrently, Europe, which has long relied on Russian gas, is striving to reduce its dependence on it, leading to fluctuations in energy pricing. In response to these challenges, the EU introduced the REPowerEU initiative in May 2022, aiming to significantly boost the share of renewable energy sources for enhanced energy independence. Now, one year later, this article seeks to analyze, compare, and synthesize the initiatives and viewpoints presented by international organizations, the European Union, and experts regarding the energy policy vision and changes in Ukraine and the EU. It will assess the progress made towards achieving the set goals for renewable energy sources, shedding light on the plans' effectiveness and potential impact on energy security and sustainability. Also, the results of the study show that one of the factors in the revision of the EU energy policy is the constant increase in greenhouse gas emissions. Accordingly, the EU is constantly increasing the share of renewable energy sources. At the same time, the EU is starting joint gas purchases. In order to form a sustainable energy policy, Ukraine needs to integrate with the energy systems of the EU countries; follow decarbonization; to optimize the generation and balancing structures of the energy system; to increase energy efficiency.
