Анотація

The study investigates the impact of demographic ageing and the development of the silver economy on the financial stability of the state. Population ageing has become one of the most significant global demographic trends, influencing labour markets, social protection systems, healthcare expenditures, public finances, and economic growth. The increasing share of older people creates additional fiscal challenges related to pension provision, healthcare financing, and long-term budget sustainability. At the same time, it generates new opportunities for economic development through the growing participation of older citizens in economic activity and the expansion of age-oriented markets.The purpose of the research is to analyse global trends in the development of the silver economy, assess their influence on financial stability, and identify prospective directions for public policy adaptation under demographic change. The study is based on a comprehensive analysis of demographic processes, public finance transformation, and international experience in responding to population ageing.The results demonstrate that demographic ageing has a dual impact on financial stability. On the one hand, it increases fiscal risks associated with higher social expenditures, pension system imbalances, and growing pressure on public budgets. On the other hand, the silver economy creates additional opportunities through the development of financial services, silver entrepreneurship, active ageing policies, and longer labour market participation. The research highlights the importance of pension reforms, financial inclusion, digitalisation, and lifelong learning as instruments for reducing demographic risks and strengthening fiscal sustainability. It is concluded that ensuring financial stability in the context of population ageing requires an integrated policy approach combining long-term fiscal planning, pension system modernisation, support for economic activity among older people, and the effective utilisation of the economic potential of ageing populations.
