DIGITAL INEQUALITY AS A CHALLENGE TO MODERN ECONOMIC DEVELOPMENT OF SOCIETY

Анотація

It has been established that digitalization is a factor in the socio-economic development of society, the dynamics of Internet users, as a percentage of the population, has been studied. The concept and levels of the digital divide or digital inequality have been singled out, taking into account various socio-economic characteristics regarding the possibilities of their access to information and communication technologies (ICT) and the use of the Internet for a wide range of activities. are integrated into the digital infrastructure and contribute to improving the quality of information services through personalization, automation and optimization of user experience, which is aimed at attracting new users to join the global network, but also transforms approaches to human interaction with the digital environment. The phenomenon of digital inequality as one of the key challenges of the modern information society is considered. The digital divide between countries, regions, generations and social groups is analyzed, focusing on factors of Internet access, connection speed, level of digital skills and infrastructure capabilities. Three levels of digital inequality are described: access to technology, level of digital skills and the ability to effectively use the opportunities provided. Age, educational, geographical and technical barriers to the possession of digital skills are investigated and characterized. Particular attention is paid to the impact of the COVID19 pandemic on digital transformation and growing inequalities. Statistics on Internet coverage, connection speed, and 5G adoption in different countries are provided. The expediency of introducing sustainable infrastructure is substantiated, because in countries with its insufficient development, operators face high costs, logistics difficulties and low economic feasibility of covering remote regions. This leads to a delay in the adoption of 5G and an increase in digital inequality. Measures for the launch of 5G have been proven and proposed, taking into account: the density of the network of base stations; fiber-optic highways for transmitting large amounts of data; stable power supply; availability of transport and service infrastructure for equipment maintenance. It is determined that technical, social, age and geographical factors complicate the process of bridging the digital divide. Proposals have been made for a systematic approach and the feasibility of state support for the elimination of digital inequality.
