Analysis of legislative, informational, pharmacoeconomic aspects of pharmaceutical provision of pre-hospital care to military staff for 2014-2026 in Ukraine

Анотація

In Ukraine, during the military operations in 2014‒2026, the basic first aid kit for the military is the Individual First Aid Kit (Ukraine IFAK), the requirements for which are changing. The aim was to systematize legislative acts on the nomenclature of the domestic Individual First Aid Kit for the military (Ukraine IFAK) to NATO standards for 2014‒2026 and retrospective analysis with the nomenclature of the first aid kit used in Afghanistan in 1979‒1989. To substantiate the directions of information support for continuous professional development of pharmacy professionals, which include the pharmacoeconomic analysis results for the rational use of budget and development of domestic production for the needs of the military. The study used the next methods: systemic, historical, content analysis of documents for 1978‒2026; retrospective, generalization, comparative, chronological analysis; pharmacoeconomic analysis «cost minimization». It was established based on the results of the analysis of the regulatory acts of the Ministry of Health and the Ministry of Defense of Ukraine for 1978–2026 that the formation of the composition and nomenclature of the Ukraine IFAK first-aid kit has significantly changed in accordance with the requirements of combat operations and NATO standards. It was established that for 2014–2026 there were 6 documents on the nomenclature of drugs and medical equipment, key changes in drugs and medical equipment were identified, practically harmonized with the nomenclature of the NATO US IFAK. It was found that paracetamol is included in the NATO first-aid kit in a dose of 650 mg of prolonged action for longer-term pain relief, but such a dosage form is absent on the Ukrainian market. Therefore, domestic pharmaceutical development of a paracetamol preparation in a dose of 650 mg of prolonged action for the Ukraine IFAK first-aid kit is promising. The results of the pharmacoeconomic analysis «cost minimization» for tourniquets showed that during the fourth year of the war 8 tourniquets were available in the Ukrainian market, but only 25% are domestic, it was established that Ukrainian tourniquets are 1.9–3.5 times more economically profitable than imported ones. Therefore it is advisable to expand domestic production.
