TRANSFORMATION OF PUBLIC ADMINISTRATION IN UKRAINE IN THE CONDITIONS OF POST-WAR RECONSTRUCTION
Анотація
The article examines the transformation processes of public administration in Ukraine in the context of post-war reconstruction. It is noted that the relevance of these transformations is enhanced by the need to improve the quality of public services and simplify administrative procedures for the population and business. At the same time, a significant priority is the formation of a professional, politically neutral public service focused on the needs of citizens, as well as the development of effective, accountable and transparent state institutions capable not only of forming, but also of effectively implementing state policy to ensure the sustainable development of the country. It is shown that the post-war reconstruction of Ukraine is a complex multidimensional process that encompasses not only the physical restoration of infrastructure, but also a deep transformation of the public administration system. Traditional administrative models are not effective enough in conditions of large-scale destruction, high uncertainty and dependence on international assistance. It is emphasized that the process of reconstruction of Ukraine is largely connected with the involvement of international financial and technical assistance, which necessitates the implementation of international standards of public administration. The integration of such standards contributes to increasing the trust of international partners, the efficiency of resource use and accelerates European integration processes. It is substantiated that the reconstruction of the state acts not only as an infrastructure or economic process, but as a comprehensive transformation of management approaches, institutions and public policy instruments. Particular attention is paid to the analysis of modern reconstruction instruments: digitalization, public-private partnership, international donor coordination, program-targeted management, decentralization and community participation. Key challenges and prospects for the modernization of public administration in the context of post-war development are identified.
