Strategic Planning in the Construction Industry During Wartime and the Postwar Period: An Element of Economic Security

The article examines the specific features of strategic planning in the construction industry during wartime and the postwar period. The relevance of this topic is underscored by the fact that strategic planning not only ensures the efficient functioning of the construction sector in the national economy but also serves as a key tool for safeguarding the economic security of our country. The focus is on the economic security aspect of strategic planning in the construction industry during wartime and the postwar period. The construction industry in Ukraine plays a vital role in the national economy. The further stable development of all other sectors of material production largely depends on its condition. The methodological basis of the article consists of approaches to studying the state of Ukraine’s construction industry and identifying factors that will promote the development of the sector, based on the processing of statistical data from the State Statistics Service of Ukraine and analytical reports from expert agencies. A review of literature concerning the theoretical and applied principles of strategic planning, particularly in the construction industry, has been conducted. The article analyzes the dynamics of the volumes of construction products manufactured, the volumes of construction output by types of buildings, and the period from 2014 to 2023. Using a system approach with both quantitative and descriptive methods, this made it possible to analyze the structure and dynamics of produced output, performed works, and provided services in the construction industry. The challenges and threats faced by Ukrainian construction enterprises due to martial law are described. The leading international historical experience of postwar reconstruction in Europe and the possibilities for its adaptation by domestic construction enterprises are examined. The processes of integrating strategic planning in the construction industry into all levels of management (national, municipal) are developed. The potential for applying proactive, adaptive strategies that will promote a focus on innovation, partnerships (including public-private), compliance with legislation, efficient communication, monitoring, and building trust with stakeholders, including foreign ones, is discussed.
