State mechanisms for the formation and development of the economic potential of enterprises
Анотація
The article is devoted to the issues of state regulation of the formation and development of enterprises’ economic potential. The relevance of the research topic is determined by the need to enhance enterprise competitiveness, ensure their economic stability, and adapt to an unstable external environment, which requires strengthening state support and developing an effective system of regulatory instruments for the development of business entities. In this regard, the purpose of the study is to analyze, systematize, and generalize the theoretical and methodological foundations, and to substantiate a system of state mechanisms for the formation and development of enterprises’ economic potential. To achieve the stated objective, the article examines the essence of enterprises’ economic potential, shaped by internal and external factors. The state mechanisms for the formation of enterprises’ economic potential are systematized; in particular, the following are distinguished: regulatory and legal mechanisms; financial and economic mechanisms; institutional mechanisms; and mechanisms of state influence on innovation and investment. It is substantiated that the regulatory and legal mechanism forms the legal environment for enterprise functioning; the financial and economic mechanism provides resource support for development; the institutional mechanism contributes to the formation of the organizational infrastructure of entrepreneurship; and the innovation and investment mechanism is aimed at stimulating technological modernization and innovative activity of business entities. The components, instruments, and results of implementing each state mechanism to develop enterprises’ economic potential are identified. The comprehensive application of state mechanisms ensures a coordinated impact on enterprise development, improves resource efficiency, and strengthens financial sustainability. The study of interactions among the identified state mechanisms revealed their points of intersection, creating a synergistic effect of state policy on enterprise development. It is established that at the intersection of regulatory and legal, financial and economic, institutional, and innovation and investment mechanisms, a favorable regulatory environment is formed, investment activity is intensified, innovation development is stimulated, and enterprise competitiveness is enhanced. In general, the coordinated application of state mechanisms ensures the expansion of enterprise resource capabilities, modernization of production, increased innovation activity, and the formation of long-term prerequisites for economic development.
