IMPROVEMENT OF MECHANISMS OF PUBLIC ADMINISTRATION OF THE PUBLIC REGULATION OF THE PROTECTION OF THE RIGHTS OF MEDICAL LEGAL ENTITIES IN UKRAINE

Анотація

Ukraine has inherited an extensive and highly centralized healthcare system that has not been maintained properly due to the sharp transition to a market economy, the economic downturn and lack of reforms in this area. This has led to a deep crisis in the healthcare system. To date Ukraine is introducing cardinal, comprehensive and qualitative changes in the healthcare system aimed at creating a patient-centered healthcare system capable of providing healthcare to all Ukrainian citizens at the level of developed European countries. This requires, first and foremost, the effective implementation of the public anti-crisis healthcare management, with the proper legal basis. That is why the ways of improving the mechanisms of public crisis management of healthcare are urgent tasks of today. This article aims to analyze the public healthcare management of Ukraine and identify the prospects for developing mechanisms of the public crisis management in this field. Scientific intelligence is based on a systematic analysis of the main sources of research of the public anti-crisis management and normative-legal documents that provide implementation of transformations in the field of healthcare in Ukraine, in order to overcome the crisis phenomena, in particular implementation of financial regulation, activities in the field of availability and quality of medical care, etc. The article identifies that the main problems of the healthcare crisis in Ukraine are depopulation, insufficient resources, including financial, logistical and human resources, etc. The legislation of Ukraine defines the procedure of transformation of the healthcare system that provides for improvement of the mechanisms of the public anti-crisis management in order to improve the healthcare system. It is proved that the most important component of the organizational and legal mechanisms of the public anti-crisis management of healthcare is ensuring the availability and quality of medical care, as well as the introduction of compulsory social health insurance, by adopting appropriate legal acts.
