Hybrid scenario of Ukraine’s post-war reconstruction: institutional-spatial architectonics and implementation tools

Анотація

A comprehensive theoretical-methodological and applied model of the institutional-spatial architectonics of the hybrid scenario for Ukraine’s post-war reconstruction has been developed. Within this framework, the interrelationship between natural-resource assets, human potential, and institutional capacity has been substantiated; a system of principles, systemic characteristics, and risks of the institutional environment has been identified; an institutional navigator, a roadmap, and a typical model of institutional architectonics for macroregional zones have been elaborated. The proposed approach ensures a transition from fragmented institutional decisions to a managed, resilient, and spatially resource-integrated recovery model aimed at increasing the effectiveness of state policy, reducing institutional risks, and ensuring the long-term sustainability of the economic system. A matrix of risks, barriers, and threats related to the implementation of the institutional architectonics of the hybrid post-war reconstruction scenario has been constructed. The matrix considers risks as an interconnected hybrid field of institutional, cognitive, spatial, and security determinants and integrates risk-oriented thinking into the institutional navigator, roadmap, and typical model of institutional architectonics for each macroregional zone, thereby enhancing institutional resilience, adaptability, and the effectiveness of managerial decisions. The institutional-spatial structure of Ukraine’s economic system under conditions of post-war reconstruction has been improved as a multi-level, functionally differentiated, and spatially adapted system of institutions. This approach enables the integration of national, macroregional, and local governance levels through the differentiation of strategic, regulatory, coordination, and service functions, ensuring consistency of decisions, reduction of institutional gaps, and enhancement of the effectiveness of spatial recovery.
