Institutional mechanisms of state regulation of the logistics services market in ukraine under current conditions

Анотація

This article presents a comprehensive study of the institutional mechanisms of state regulation of the logistics services market in Ukraine under current conditions, characterized by the influence of military risks, digital transformation, and European integration processes. It is demonstrated that the logistics sector serves as a systemic element in ensuring the country’s economic stability, the functioning of domestic and international commodity flows, and Ukraine’s integration into global value chains. The current state of the logistics services market is analyzed, characterized by infrastructure imbalances, high dependence on external transport corridors, insufficient digitalization, and fragmentation of the institutional environment. It is argued that the key components of the institutional mechanism of state regulation are the regulatory framework, the organizational and managerial structure, economic instruments, the infrastructure base, and digital technologies, the interaction of which determines the effectiveness of the logistics market’s functioning. It has been established that existing mechanisms are characterized by low coordination among government agencies, duplication of functions, limited financial resources, and insufficient use of innovative management tools. Based on statistical analysis, indicators for assessing the development of logistics services, and customs statistics on foreign economic activity, key trends in the transformation of logistics flows have been identified, including the reorientation of transport routes, the growing role of Western logistics corridors, and increased pressure on border infrastructure. It has been demonstrated that the use of statistical methods enables the creation of a sound information base for making effective management decisions. Directions for improving institutional mechanisms of state regulation are proposed, including harmonizing legislation with EU standards, developing digital logistics, modernizing transport infrastructure, expanding public-private partnerships, and integrating into European logistics networks. The implementation of these measures will contribute to increasing the competitiveness of Ukraine’s logistics market and ensuring its sustainable development in conditions of uncertainty.
