The article describes the structure of governance at the national, sectoral and regional levels of government. The directions of innovative reforms are considered. Also, Attention is given to the analysis of the legal framework, which ensures the formation and conduct of the state coordinated scientific and technical policy, the effective operation and development of the scope of research and development.
