FEATURES OF STATE LABOR MARKET REGULATION UNDER CONDITIONS OF INNOVATIVE DEVELOPMENT OF THE ECONOMY

Анотація

In the article the analyzes of the labor market was development and determined the direction of its state regulation under conditions of the innovative economy. An assessment of the dynamic changes in employment by type of economic activity during 2015-2019 has been carried out; the evident problems and identified features of the domestic labor market were characterized. A comparison of the relative weight of employed in agriculture, industry, services in Ukraine and the EU was discussed in the point of view of a low level of industrialization of Ukraine's economy. The qualitative structure of the service sector is characterized. Changes in the number of employees involved in research and development in 2015-2019 was analyzed, their age structure is assessed, and the reasons for the reduction in the number of researchers are identified. The negative dynamics of innovation potential loss and reduction of science intensity of GDP of Ukraine in 2010-2019 is established. The reasons of inefficient use of intellectual potential of the population are defined. The dynamics of wages, its share of GDP, the actual subsistence level are analyzed. The indicators of innovative activity of industrial enterprises in 2010-2019 are analyzed, the differentiation of innovative activity of enterprises depending on the sphere of economic activity, territorial location, size is established. It is established that small enterprises need the greatest support for the implementation of innovative activities. Some state policy measures in the field of labor market regulation is proposed. It should become drivers of positive changes to ensure innovative economic development. The spheres of economic activity that require direct state financing and lending in order to grow GDP as fast as possible have been identified. It is considered expedient to form tax and investment conditions for the development of innovative enterprises, to restore the functioning of free economic zones. Among the ways to legalize informal employment, it is proposed to introduce three-level health and pension insurance for employees by employers as soon as possible, which will reduce the burden on the state budget and direct funds to the needs of innovative development.
