Public budget security administration: development of primary mechanisms

The current state of public administration of budget security indicates its actual absence. With the extremely important role of budget security, both in the life of the country as a whole and in the field of national security, in particular, building mechanisms of public administration of budget security is an extremely necessary task that needs immediate solution. The development of the concept of "budgetary security" was specified in the development of theoretical and methodological positions of budget security, the definition of "budget security" and "state management of budget security" and "mechanisms of public administration of budget security" is given, as well as the role of budget security, functions and tasks of public administration of budget security. The multiplicity of such mechanisms and as a formalized understanding of the inextricably combined set of different mechanisms of public administration of budget security in the overall canvas of components is built a model of integral mechanism of public administration of budget security.Within the integral mechanism of public administration of budget security, three main blocks of public administration mechanisms of budget security have been distinguished, namely: "Frame-providing mechanisms" (hierarchical-coordination-mechanism of subordination relations of public administration of budget security and their interagency coordination and interaction; information and communication-mechanism of obtaining, processing and transmitting information within public administration of budget security); “Functional-node mechanisms” (directive-functional-mechanism of preparation, adoption and implementation of general management decisions on ensuring budget safety both in the context of achieving the goal directly and organizing the achievement of the latter; political and strategic-mechanism of formation of policy and state management strategy of budgetary security; "Social and Supporting Mechanisms" (motivational-stimulating-mechanism of motivation and stimulation of employees, whose functional responsibilities include budget safety; moral and ethical-a mechanism for ensuring compliance with moral and ethical standards in the process of public administration of budget security; social and psychological-The detail of the integral mechanism of public administration of budget security has built its individual mechanisms, in particular: hierarchical and coordination (in the context of three types of management ties: subordination, coordination, reordination); complex functional-node; Socio-psychological mechanism (in the context of such targeted instrumental segments: preparation, retraining, self-preparation). Their introduction into practice will allow the actual implementation of one of the main tasks of public administration - ensuring the financial stability and stability of the state and society.
