Comparative analysis of urban and rural communities in the zakarpattia region: institutional and organizational bases for the formation of territorial regulatory capacity

Анотація

This article presents a comprehensive study of the institutional and organizational foundations for building the regulatory capacity of territorial communities in the context of decentralization and the transformation of Ukraine’s public administration system. It is argued that effective local-level regulatory policy is a key factor in ensuring a favorable business environment, increasing investment attractiveness, and achieving balanced socio-economic development of territories. Attention is paid to a comparative analysis of the regulatory capacity of urban and rural territorial communities in Zakarpattia Oblast, considering their institutional, personnel, and resource differences. The methodological basis of the study comprises systemic and structural-functional approaches, comparative analysis, content analysis of public documents within the regulatory cycle, generalization, and indicative assessment. A multidimensional model for assessing regulatory capacity is proposed, encompassing institutional-procedural, analytical, communication, and monitoring-adaptive components. It is determined that the regulatory capacity of local communities should be viewed as an integrated characteristic of the ability of local self-government bodies to ensure the full cycle of developing, adopting, implementing, and revising regulatory acts in compliance with the principles of transparency, efficiency, and soundness. It has been demonstrated that the key “bottlenecks” in regulatory policy include a shortage of personnel, a low level of digitalization, insufficient evidence in analytical materials, and limited performance-monitoring systems. Directions for enhancing the regulatory capacity of territorial communities are substantiated by developing human resources, introducing modern analytical tools, digitalizing communication processes, and establishing a system to evaluate the effectiveness of regulatory decisions. The implementation of the proposed approaches will contribute to improving the quality of local regulation and strengthening the institutional capacity of territorial communities in the current environment.
