Mathematical Mechanism for Assessing the Strategic Effectiveness of Managerial Personnel in Martial Law Conditions

The article proposes a mathematical mechanism for assessing the effectiveness of managerial personnel in martial law conditions. The relevance of the study is due to the fact that traditional approaches to assessing managers often take into account only formal performance results, but do not sufficiently reflect the complexity of the external and internal environment in which these results are achieved. During martial law, management decisions are made under conditions of logistical disruptions, personnel shortages, downtime, increased operational risks and the need to comply with security procedures. Therefore, there is a need to form an integral toolkit that allows combining effectiveness, stability, discipline, coordination ability and complexity of management conditions. The methodological basis of the study is formed on the ground of multi-criteria evaluation, the method of hierarchy analysis, entropy weighting, the Technique for Order Preference by Similarity to Ideal Solution and fuzzy triangular numbers. Within the framework of the model, a system of criteria has been formed, which includes the performance of critical management tasks, the speed of making urgent decisions, resource efficiency, personnel stability, compliance with security procedures, the quality of coordination, the use of solutions based on applied digital technologies and the number of critical management errors. A separate coefficient of military management load has been introduced, which takes into account logistical disruptions, downtime, personnel shortages and operational risk.
