The Conception of a Proactive Policy for the Transformation of the Labor Market of the Carpathian Region of Ukraine Lupak R. L., Hradyuk N. M.

Анотація

The article substantiates the conception of a proactive labor market transformation policy in the Carpathian region of Ukraine, which is aimed at integrating regulatory-coordination, structural, professional-qualification, migration-demographic, digital, and socially resilient components. An analysis of the specifics of the regional labor market is carried out, particularly the impact of sectoral asymmetry, fluctuations in economic activity, intensive labor migration, demographic trends, population aging, and the digital divide on employment, labor productivity, and the formation of labor potential. Key transformation challenges are identified, which necessitate the implementation of adaptive management strategies capable of responding to economic, social, and other changes in the region. A set of tactical and strategic tools for implementing a proactive policy has been proposed, including: optimization of the sectoral and professional structure; modernization of the vocational and higher education system based on a dual model; development of advanced retraining and continuous learning programs; promotion of innovative and flexible employment; support for small and medium-sized enterprises; development of regional clusters and smart specialized territories; social programs for vulnerable categories of the population. Special attention is paid to combining the local characteristics of the Carpathian region – uneven territorial development, specifics of labor migration, limited access to resources, etc. – with the integration of the regional labor market into national and global digital platforms. The expected results of proactive policy include improving the efficiency of employment management, forming a sustainable labor potential, strengthening the social and economic resilience of the region, and creating prerequisites for long-term, balanced, and inclusive development of the regional economy.
