ОРГАНІЗАЦІЙНИЙ МЕХАНІЗМ УПРАВЛІННЯ РОЗВИТКОМ ВИРОБНИЧОГО ПОТЕНЦІАЛУ АГРОПРОМИСЛОВИХ ПІДПРИЄМСТВ

Анотація

The agricultural sector of Ukraine operates amid an unprecedented transformation of global food systems, requiring a delicate balance between intensifying production and strict environmental compliance. The production potential of agricultural enterprises—an integrated system of resources including land, labor, and capital—serves as the foundation for food security and international competitiveness. However, the current period is uniquely defined by the convergence of military recovery challenges and the intensive harmonization of national legislation with the EU's Common Agricultural Policy (CAP) requirements. This article aims to provide a scientific substantiation of the organizational mechanism for managing the development of production potential in agricultural enterprises within the specific context of 2025. The study focuses on integrating traditional management functions with advanced digital tools and European integration requirements to ensure resilience and adaptability. The study identifies that the organizational mechanism in 2025 has evolved from a set of administrative procedures into a dynamic system of adaptive management based on Big Data and Artificial Intelligence. Key findings highlight the transition from static annual budgeting to rolling forecasting and predictive modeling, which compensates for labor shortages (exacerbated by mobilization) through robotics and remote process control. The research establishes that "compliance," "traceability," and "sustainability reporting" have become mandatory functional blocks within the management mechanism to ensure access to EU subsidies and green financing. Furthermore, the integration of Fintech solutions and smart contracts is a critical factor in enhancing financial transparency and resource efficiency. The effective development of production potential now depends on the "intellectualization" of management functions. The transition to precision agriculture and "green" technologies (Build Back Better) is no longer optional but a strategic necessity for Ukrainian agri-enterprises to integrate into global value chains. Future research should explore the long-term impact of autonomous management systems on rural social infrastructure.
