Strategic alliances between Russia and China in high-tech industries: models and barriers to cooperation

The study provides a comprehensive analysis of existing strategic partnership models between Russia and China in high-tech industries, systematizing the key barriers hindering their development, and identifying promising areas for deepening mutually beneficial cooperation to ensure the technological leadership of both countries. In the context of global turbulence and sanctions pressure, such a partnership is vital for achieving technological sovereignty for both countries. This article examines a multi-level system of interaction that includes three key models: intergovernmental ("top-down"), scientific and academic, and corporate and commercial. A number of serious obstacles hindering the deepening of this partnership are identified. Key barriers include the risk of secondary sanctions for Chinese companies, both countries' technological dependence on the West in critical segments, differences in regulatory frameworks and standards, as well as institutional problems, including the insufficient effectiveness of intergovernmental mechanisms and intellectual property protection. The study leads to the conclusion that it is necessary to shift the emphasis from simple commodity exchange to the creation of joint full-cycle research and production chains, the harmonization of legal regulation, and the creation of specialized financial institutions to ensure sustainable financing of large-scale R&D.
