GOVERNMENT STIMULATION OF THE PRODUCTION OF METAL TITANIUM IN COUNTRIES OF THE WORLD

Introduction. Ukraine should make the most of the opportunities to increase the production of final products from titanium metal. Today, titanium ores are mainly exported abroad, and finished products made of titanium metal are imported. This is economically unprofitable, since the export of raw materials brings less foreign exchange earnings than the export of finished products, and consumers of finished products overpay for imports. Ukraine has the capacity to produce finished products from metallic titanium, but it is inferior to other countries in terms of output. The purpose of the article was to study the foreign experience of state stimulation of the production of metallic titanium and, on this basis, to justify recommendations for increasing the production of titanium products with a large amount of added value in Ukraine.Materials and methods. During the research, the following methods were used: comparison, analysis and synthesis, economic-statistical, monographic, systems thinking, etc. Data from the UN Comtrade Database, World Integrated Trade Solution, Internet information resources, and statistical information from the State Statistics Service of Ukraine were used for the analysis.Results and discussion. Forms of state influence on the titanium industry vary depending on the specific weight of the state sector in the economy. In a market economy, the instruments of state influence are: state programs, state purchases, financing of scientific research, support for innovative activities, state loans at low interest rates, protection of new industries with protective methods, etc. According to many researchers, metal titanium is a material of the future, the importance of which for scientific and technical progress and industrial development will constantly increase. Therefore, it is most likely that state supervision of the production of metal titanium and its state stimulation will remain relevant in the future.Conclusions. The experience of other countries is of great importance for development of domestic production of metallic titanium. First of all, this concerns the experience of Kazakhstan and Saudi Arabia. The success of these countries in the production of metallic titanium was based on private initiative that had government support. The states has created conditions for the development of national business, provided an investment climate in the country that is favorable for foreign companies. The consequence of this was the creation of joint ventures in which the national producer was on equal terms with the foreign investor. A foreign partner provided access to innovation and the opportunity to integrate into global value added chains. Thus, the components of success were: the presence of a developed national business, a favorable investment climate, cooperation with leading global manufacturers.In the context of the post-war development of metal titanium production in Ukraine, the tasks of state are: 1) identification of the leading manufacturer of the industry, which will become the “locomotive” of growth; 2) creation of a favorable investment climate, which will make it possible to attract a strategic foreign investor, who will ensure access to modern technologies, the inflow of investments and entry into global chains of added value.
