Peculiarities of increasing the competitiveness of territories in the conditions of martial law and post-crisis recovery
Анотація
The article examines the features of the formation and increase of the competitiveness of the territories of Ukraine under martial law and post-crisis recovery. It is substantiated that in modern conditions the competitiveness of territories goes beyond the traditional economic interpretation and is transformed into the ability to ensure stability, security and continuity of functioning under the influence of extreme challenges. It is determined that the key factors of competitiveness are adaptability, institutional capacity of public authorities, the effectiveness of management decisions and the ability to mobilize resources. The impact of war on the territorial differentiation of development is analyzed, in particular, the displacement of economic activity, business relocation, migration processes and the change in the role of individual regions. The emphasis is on the importance of human capital, in particular, population retention, integration of internally displaced persons and the development of social infrastructure as factors of long-term competitiveness. The role of economic adaptation, support for entrepreneurship, the development of industrial parks and innovation clusters is considered. The importance of strategic planning based on sustainable development, smart specialization and "green" recovery is determined. The importance of international assistance, intermunicipal partnership and the use of modern digital management tools is substantiated. It is concluded that increasing the competitiveness of territories is a complex process based on the synergy of government, business and civil society, as well as on the ability of territories to quickly adapt, innovate and have a strategic vision of development.
