CLUSTERS AND DIGITAL PLATFORMS AS RESILIENCE MECHANISMS FOR FOOD SECURITY OF UKRAINIAN AGRIBUSINESSES: FIRM- AND REGION-LEVEL ECONOMETRIC EVIDENCE

The transformation of Ukrainian agri-food clusters into digital mechanisms for ensuring the resilience of national food security under conditions of post-crisis recovery and the European integration trajectory is examined in this article. The relevance of the study is determined by the necessity of transitioning from a raw-material-based agricultural model to a networked, high-tech system with high value added. Based on the analysis of retrospective data for the period 2002–2025, materials from the Interactive Atlas of Cluster Networks in Ukraine, and international databases, a comprehensive econometric analysis at the firm and regional levels was conducted using Python-based tools. The evolution of clusters from localized initiatives to digital ecosystems of the “Cluster 2.0” type is identified, key “growth poles” are determined, and resilience factors, including institutional stability, trust levels, logistics integration, and digital maturity, are structured. A model for assessing the “resilience coefficient” is developed, incorporating the interaction between micro- and meso-level indicators, and scenario-based modeling of the impact of digital platforms on agribusiness performance is performed. It is demonstrated that regions with cluster concentrations exceeding 50 participants exhibit a 12% higher resilience to supply chain disruptions, while the integration of digital logistics platforms results in a reduction in transaction costs by 15–18% and an increase in the resilience coefficient by 22%. It is substantiated that the key driver of development is the density of digital linkages and shared infrastructure, which generates synergy and economies of scale. It is further proven that the implementation of the EU “Farm to Fork” strategy, ECCP 2025 instruments, and advanced digital technologies (Blockchain, IoT, digital twins) facilitates the transition to shorter supply chains, enhances transparency, and supports the integration of Ukrainian producers into European markets. The practical significance of the research is reflected in the development of policy recommendations aimed at advancing national cluster policy, particularly through the support of shared digital infrastructure and the institutional recognition of clusters as self-regulating economic systems that ensure long-term food security and the innovative recovery of Ukraine’s economy.
