Methodology of the informational and analytical documentating of open sources in the process of verification of sanctions evasion schemes

The relevance of the study. The full-scale Russian invasion of Ukraine has intensified the need for effective mechanisms to monitor and counter the circumvention of international sanctions. Information-analytical documentation (IAD) has emerged as a strategic tool for national security, acting as a systematic intellectual activity for recording data with evidentiary value. Despite extensive restrictions, the Russian Federation continues to obtain critical technologies through latent supply chains, necessitating a scientifically grounded methodology to transform raw OSINT data into structured analytical products. The purpose of the study. The study aims to substantiate the methodology of information-analytical documentating of open sources for the systematic identification and verification of sanction evasion schemes. The methodology. The research is based on the intelligence cycle framework adapted for sanctions monitoring. The methodological base includes a structured overview of IAD tools: customs transaction analysis (via platforms like Export Genius, Sayari, and specialized registries), identification of latent corporate links, and AI-driven multimedia verification (Pimeyes, Lenso). The cross-checking principle is applied to ensure data validity and minimize errors in identifying complex logistics chains. The results. The study establishes that IAD functions as a multi-level process of collecting, synthesizing, and fixing information. It was proven that the combined application of OSINT methods enables the reconstruction of supply chains and the detection of hidden connections between entities. The analysis of leading Ukrainian analytical organizations confirms the practical effectiveness of the proposed methodology in strengthening export control and initiating new restrictive measures. The scientific novelty. The novelty lies in the conceptual distinction between OSINT as a reconnaissance process and IAD as a structured intellectual activity focused on creating finalized analytical documents. The study integrates sanction evasion analysis with a systematized framework of the intelligence cycle, offering a new approach within the field of information science and documentation. The practical significance. The results provide a structured understanding of practical approaches that can be applied by analysts and policymakers to improve sanction enforcement and complicate the supply of critical components to the aggressor. Conclusions. Information-analytical documentation is a crucial mechanism for identifying and countering sanction evasion. Its systematic application, rooted in the principles of documentating and information analysis, enhances the effectiveness of international restrictions and contributes to national and global security.
