ASSESSMENT OF THE STATE’S TECHNOLOGICAL POTENTIAL IN ENSURING THE CYBER RESILIENCE OF THE ECONOMY

The article examines the relationship between a state’s technological capabilities, the cyber resilience of its economy, and its level of economic security in the context of intensive digitalisation and increasingly complex hybrid threats. Theoretical approaches to interpreting the categories of cyber resilience, national cybersecurity, digital infrastructure, and innovative development are substantiated, which makes it possible to clarify their content and determine their role in ensuring the sustainable functioning of the economic system. The aim of the study is to develop a methodological approach for the integrated assessment of the state’s technological armament and to establish its impact on the economy’s ability to counter cyber incidents, adapt to destructive influences, and recover quickly from them. The methodological basis consists of general scientific and specialized methods, including analysis and synthesis, comparison, systematization, the principal component method, standardization of indicators, and construction of an integrated index. The integrated indicator is based on international indices of digital development, innovation capacity, telecommunications provision, and internet security; weighting coefficients are determined using statistical procedures that minimise subjectivity. An assessment of Ukraine’s technological armament dynamics from 2012 to 2024 was conducted, and the results were compared with trends in the spread of cyber incidents. Positive dynamics have been identified, with periods of instability caused by military and macroeconomic factors. It has been proven that the growth of technological armament contributes to increasing the cyber resilience of the economy, reducing the vulnerability of critical infrastructure, and strengthening the economic security of the state. The practical significance of the results obtained lies in the possibility of their use by state authorities to develop digital transformation strategies, improve national cybersecurity policy, and prioritise investments in high-tech industries. The proposed approach can be used for international comparisons, monitoring indicator dynamics, and justifying management decisions in the field of protecting the economy from cyber threats.
