CIRCULAR ECONOMY IN THE SYSTEM OF ENSURING SOCIO-ECONOMIC SUSTAINABILITY OF UKRAINE IN THE WAR AND POST-WAR PERIODS

Анотація

The study describes the regulatory and legal framework of Ukraine in the field of circular economy, which is under development. The unresolved issues of adopting specialized laws in the field of management of individual waste streams are highlighted. The limitations of financial mechanisms of state incentives for compliance with the principles of the circular economy are noted and characterized, which are manifested in the lack of targeted funding from the state, limited fiscal incentives, the high cost of initial investments for enterprises, insufficient development of financial instruments for the population, dependence on international assistance. The EU programs that direct financial resources to restructure the waste management system, sustainable development and building a circular economy in Ukraine are disclosed. It is established that the volume of this support does not correspond to the scale of existing structural, infrastructural and military challenges. It is noted that the problem of low awareness of the population and business entities regarding waste sorting and recycling should be solved through: educational activities; information and awareness campaigns; the use of practical, behavioral tools by the state; application of digital and innovative tools, etc. The lack of systematic training of specialists (with an understanding of environmental, economic, accounting, managerial and technical aspects) for the transition to the principles of the circular economy is noted. It is noted that the war changed the structure of waste in Ukraine with the emergence of hazardous waste, which poses a particular threat to the environment. The reasons for the discrepancy between statistical data and the real volumes of waste are revealed.
