DIGITAL INNOVATION AS A FACTOR FOR INCREASING THE EFFICIENCY OF MANAGEMENT DECISIONS IN THE PUBLIC SECTOR

Анотація

The article explores digital innovation as a key factor in enhancing the effectiveness of managerial decision-making in the public sector of Ukraine. It substantiates that digitalization is not merely a technological process but also an administrative and social transformation that reshapes the logic of governance, increases transparency, and ensures accountability to citizens. The study analyzes contemporary academic approaches to understanding digital innovation – from technological determinism to an integrated managerial perspective that combines institutional flexibility, human capacity, and ethical responsibility. The main barriers to digital transformation in public administration are identified: fragmented legal regulation, low digital competence of civil servants, institutional inertia, and limited funding. The author proposes practical recommendations for creating a comprehensive digital governance ecosystem that includes the establishment of unified digital standards, the development of human capacity, the implementation of regulatory sandboxes, and mechanisms for ethical oversight of technology use. The article concludes that digital innovations form the foundation of a new governance culture based on efficiency, transparency, and public trust in government, and that for Ukraine they play a strategic role in the process of further post-war recovery and European integration.
