Safety-oriented management decisions as the basis of national shipping according to the criteria of innovative development

Анотація

Abstract. The relevance of this study is driven by the growing attention to ensuring systemic economic and navigational security in maritime transportation, effective fleet management, and the implementation of innovations. In the context of economic globalization and rapid industry development, innovation acts as a key driver of progress and competitiveness. The article examines safety-oriented management decisions as one of the fundamental foundations of innovative development of the state and national shipping. The purpose of the research is to identify new opportunities for automating managerial decision-making processes in order to enhance the economic and systemic security of shipping and the maritime sector. The methodological framework is based on comparative analysis, structural and logical generalization, and a systems approach. The study analyzes the role of state innovation policy, digital innovations, typical innovations already implemented in the maritime industry, mechanisms of strategic and operational regulation, and international experience in the use of smart ecosystems, ports, and hubs, particularly in the European Union and Asia. A comparative analysis of the EU and Ukrainian regulatory frameworks is conducted, highlighting common and distinctive development vectors. Special attention is paid to the implementation of automated decision support systems in maritime transport as a tool for minimizing human error and increasing navigational safety, as well as to the interaction of management levels to ensure systemic shipping security. The specific features of maritime risk assessment influencing the economic security of fleet operations through accident reduction during maneuvering are examined. As a result, theoretical possibilities for using auxiliary navigational systems in national waters are identified, and a model of automated managerial decision-making during vessel arrival and departure from port is proposed, demonstrating potential for improving safety, economic efficiency, and investment attractiveness of the national and global shipping sector.
