ORGANIZATIONAL, ECONOMIC, AND SECURITY MECHANISMS FOR MANAGING SUSTAINABLE DEVELOPMENT OF PORT INFRASTRUCTURE OF UKRAINE

Анотація

Sustainable development of port infrastructure of Ukraine is a strategic imperative for ensuring economic stability and national security. Ukrainian ports function as multifunctional socio-ecological and economic centers, but their restoration takes place in conditions of overlapping social security risks caused by military operations, labor migration, and loss of human resources. At the same time, digital and communication transformations create systemic opportunities for increasing the manageability and adaptability of the port system. The purpose of the study is to scientifically substantiate and develop a system of security-oriented mechanisms for managing the sustainable development of Ukraine's port infrastructure, capable of ensuring a balance between economic interests, social stability and environmental responsibility in the face of military-economic threats and socio-ecological-economic risks. Security-oriented mechanisms for managing the sustainable development of Ukraine's port infrastructure constitute an integrated strategic response system in which social, organizational-management and infocommunication tools function in interaction. It is their combination that ensures the transition from fragmented anti-crisis actions to a systemic management model built on the principles of prevention, transparency and institutional responsibility. The organizational-management component forms a stable institutional framework for implementing the principles of resilience and allows turning external challenges into catalysts for the modernization of management processes and optimization of the state's sustainable development management system itself. The conducted research defined and formed a real conceptual and practical basis for the further development of the port system of Ukraine as a resilient, socially responsible and digitally adaptive segment of the national economy.
