MODELING OF AN ADAPTIVE MANAGEMENT SYSTEM FOR ECONOMIC SECURITY OF TOURISM BUSINESS
Анотація
The article considers modern theoretical and applied aspects of the formation of an adaptive economic security system for tourism enterprises, which allows ensuring the stability, efficiency and competitiveness of the business in conditions of high market dynamics, seasonal fluctuations in demand, regulatory changes and external risks. The authors define an adaptive economic security system as a holistic set of interconnected subsystems capable of timely identifying threats, assessing risks, adjusting management decisions and providing training for the organization based on the experience gained. The article proposes a multi-level model of an adaptive system, including the strategic, tactical and operational levels. At the strategic level, security policy is formed, the strategic environment of the tourism business is analyzed, risks are forecasted and alternative scenarios for the development of the enterprise are developed. The tactical level ensures risk management and key indicators of economic security, coordination between subsystems, scenario planning and adaptation of resources to changes in the external environment. The operational level implements monitoring of key performance indicators, control of compliance with standards, prompt response to threats, process adjustments and personnel training. The article identifies key factors of economic security, including economic, organizational and managerial, information and technological and social components, and also proposes to use the system of indicators that allow quantitatively assessing the state of the enterprise. It is emphasized that the adaptability of the system is ensured by the integration of strategic vision, tactical management mechanisms and effective functioning of the operational level, which is especially relevant for the tourism industry due to rapid changes in demand, seasonality and a high level of external risks. The article argues that synergy between strategic, tactical and operational levels of management allows tourism enterprises to effectively predict changes, formulate preventive measures and make timely adjustments to management decisions, which is critically important for an industry with high risks and pronounced seasonality
