THE IMPACT OF GLOBAL CHALLENGES ON STATE-BUILDING
Анотація
The article examines the transformation of the state’s role in international cooperation amid global instability driven by war, escalating security risks, economic shocks, and the reconfiguration of mechanisms of international coordination. Based on a synthesis of domestic scholarly approaches to public governance under wartime conditions, European integration, decentralization reforms, and sustainable development priorities, the study reveals the evolution of academic understandings of the state as an institutional hub for reconciling societal interests, a coordinator of multi-actor interaction, and a key subject of international relations. It is demonstrated that, under contemporary circumstances, the state is compelled to combine functions of stabilization, regulatory standard-setting, foreign-policy representation, and an organizational platform for attracting and structuring external resources, thereby extending beyond the classical role of an internal regulator. Particular emphasis is placed on Ukraine’s recent experience, where the combined impact of pandemic-related restrictions, economic shocks, and the full-scale armed aggression of the Russian Federation has led to a substantial shift in both the content and intensity of Ukraine’s international engagement. The article substantiates that international cooperation has become a system-forming factor in ensuring national defense capability, sustaining the resilience of public finances, preserving the functioning of critical infrastructure, and supporting the recovery of territorial communities, thus shaping a new configuration of multilevel interaction in public governance. The study concludes that further theoretical and applied work is required to develop mechanisms of state institutional capacity under conditions of protracted crisis governance, enhance the toolkit of international partnership, and strengthen the involvement of local self-government bodies in interregional and international cooperation formats as a prerequisite for improving the effectiveness of Ukraine’s public governance model.
