THE ROLE OF LOCAL SELF-GOVERNMENT BODIES IN IMPLEMENTING PUBLIC POLICY IN GENERAL SECONDARY EDUCATION

Анотація

The materials define the role of local governments in implementing state policy in the field of general secondary education in the context of decentralization. The distribution of powers between central authorities and local self-government bodies is analyzed. The changes in the financing of the educational sphere are described. The influence of local government on the quality of educational services is clarified. The main challenges faced by the communities are identified. Today, these are challenges such as: lack of resources, personnel problems, uneven educational provision between regions, etc. Development prospects are outlined through: strengthening the autonomy of educational institutions, introducing innovative management practices, and improving the management efficiency assessment system. At the end of the theses, it is concluded that local governments play a key role in implementing the state policy of general secondary education. Attention is focused on the fact that only through close and equal cooperation between central authorities, local governments, and the community itself will an effective, accessible, and innovative system of general secondary education appear in Ukraine that meets the challenges of the 21st century.
