STRATEGIC PLANNING OF INDUSTRIAL DEVELOPMENT: INTERNATIONAL PRACTICE AND MODERN CHALLENGES

Анотація

The study focuses on the reassessment of the role of strategic planning of industrial development in conditions of global instability. It is determined that both developed and developing countries return to strategic planning due to various obstacles for industrial development in terms of high level of uncertainty, consequences of crisis and over-reliance on market forces. The known methodological approaches to strategic planning, in particular, the structure, internal and external environment analysis techniques, in the international space and in Ukraine are considered. Two main issues regarding conducting strategic planning processes in unstable environment are studied. The first is government intervention, which facing to global challenges, should expand the variety of industrial policy instruments through technological foresight and strategic diagnostics of the industry. The second relates to moving beyond the simple SWOT or PESTLE analysis in order to account global and local risks for the industrial sector. The types of industrial strategies and the criteria for their selection by a certain country are highlighted in the research. The ways to increase the state capacity to strategize industrial development and the determinants of strategic plan success are proposed.
