RESILIENCE MANAGEMENT OF UKRAINIAN FOOD INDUSTRY ENTERPRISES IN THE CONDITIONS OF MILITARY STORM

Анотація

The article scientifically substantiates the theoretical and methodological principles and applied levers for the research and development of resilience management systems for food industry enterprises in Ukraine, which are becoming critical to ensuring national food security amid military upheavals and high market entropy. The relevance of the work stems from the large-scale destructive impact of military actions, which has led to the destruction of capital capacities, deep destabilization of energy and water supply, an acute personnel shortage due to migration and the mobilization of specialists, and the rupture of logistics routes. From a systems perspective, classical management concepts focused on stability in a predictable environment lose their effectiveness. Instead, the category of resilience is understood as a dynamic ability of a business to withstand external shocks, maintain a critical contour of operations, promptly mobilize resources, and transform its business model in line with the principle of evolutionary development. The scientific novelty of the study lies in the development of holistic architectonics of proactive risk management and the mathematical formalization of econometric tools for quantitatively measuring resilience using a multifactor integral resilience index (RI). The model proposed by the authors summarizes five normalized weighted blocks: production and operational (ratio of actual output to design capacity), financial and economic (assessment of the ability to generate EBITDA flow to cover debt burden and operating expenses), resource and personnel (IRc), infrastructure and logistics (ILS), and innovation and adaptive (IAS). The practical significance of the work is reflected in the generalization of empirical trends in the industry for the period 2021–2025: despite the wavy trajectory of the recovery of industrial production after the 2022 recession, the index of business activity recovery in the food sector amounted to 0.53, the highest indicator in the processing industry. At the same time, acute threats were identified: 59% of respondents experience energy disruptions, 53% report a sharp increase in raw material prices, and logistics costs in the cost structure have increased by 8–12 percentage points. The negative trend in the hidden deterioration of the consumer properties of goods is analyzed, with manufacturers forced to use substitute products instead of high-quality ingredients to optimize prices. To overcome crisis phenomena, decentralization of decisions, deployment of digital ecosystems, flexible restructuring of supply chains, and project-oriented relocation of capacities are recommended.
