INVESTMENT MODEL OF THE NATIONAL DATA CENTER

Анотація

Modern trends in the development of the digital economy and e‑governance are accompanied by the rapid growth of data volumes and the expansion of cloud services, which necessitates the creation of reliable infrastructure for their storage and processing. For Ukraine, this issue has strategic importance, since the absence of powerful domestic data centers increases dependence on foreign providers and creates risks for digital sovereignty and national security. Therefore, there is a need to design and implement investment projects aimed at establishing national data centers capable of ensuring the protection of critical data, financial resilience, and integration into the European digital space. Based on the use of discounted cash flow methods, net present value, internal rate of return, sensitivity analysis, and scenario modeling, the economic feasibility and investment attractiveness of the project have been determined. The organizational and financial model of the national data center has been substantiated on the principles of public‑private partnership, and its compliance with international security standards and “green” efficiency criteria has been demonstrated. The article proves that the creation of a national data center ensures Ukraine’s digital sovereignty, financial stability, and compliance with international standards; an investment project has been developed on the basis of public‑private partnership; ecological and cybersecurity parameters of operation have been substantiated; economic viability and social impact have been confirmed in the form of new job creation and increased public trust in electronic services. The obtained results will contribute to forming an effective investment model for Ukraine’s digital infrastructure development, state data protection, IT sector competitiveness, and integration into the European digital space. The research results are intended for government authorities shaping digital policy, private IT companies developing infrastructure, international organizations, and investors supporting Ukraine’s digital economy.
