ANALYSIS OF PRODUCTION SECURITY OF THE UKRAINIAN BLACK SEA REGIONS
Анотація
The article provides an empirical analysis of production security in the Ukrainian Black Sea regions in the context of updating regional-level assessment approaches. The study is based on the assumption that a significant share of indicators traditionally applied in economic security assessments remains poorly adapted to regional analysis due to their macro-oriented logic, retrospective nature, or limited relevance under contemporary structural transformations. The analytical framework relies on an improved system of indicators derived from the provisions of the National Security and Defense Council of Ukraine Decision of August 11, 2021 on the Economic Security Strategy of Ukraine. Unlike earlier methodological recommendations, this framework incorporates clearly defined threshold values and target benchmarks, enabling the construction of an indicative assessment scale and comparative spatial and temporal analysis. The article focuses exclusively on the computational and analytical component of the assessment, while the full methodological justification is presented in a separate publication. Calculations are performed solely on the basis of officially available regional statistics, which ensures transparency, reproducibility, and empirical validity of the results. Indicators that cannot be reliably operationalized at the regional level are deliberately excluded from the analysis. The results reveal pronounced interregional disparities in production security, reflecting differences in the technical condition of fixed assets in key economic sectors, the level of technological development, and the degree of structural modernization of manufacturing industries. The findings confirm that a data-driven and methodologically constrained approach is essential for avoiding distortions in regional security assessments, strengthening analytical credibility, and supporting evidence-based strategic planning in the context of post-war recovery. The obtained results may be used as an analytical basis for regional policy diagnostics and priority setting.
