Intelligent monitoring of territorial development: from statistics to strategic forecasting

Анотація

The article explores the conceptual transformation of territorial development monitoring within the public administration system amidst global challenges and Ukraine’s post-war recovery as of early 2025. It substantiates the shift from retrospective statistical recording to predictive intelligent monitoring, grounded in evidence-based policy principles. The author details the evolution of management models from “place-neutral” to “place-based” approaches, emphasizing the importance of focusing on the unique assets and endogenous potential of specific territories. The research analyzes the role of innovative technologies, including Big Data (mobile positioning, earth observation satellite imagery) and Artificial Intelligence, in overcoming the time lag characteristic of official statistics. Special attention is given to the Ukrainian experience with implementing the DREAM ecosystem (Digital Restoration Ecosystem for Accountable Management) as a unique “digital twin” of restoration processes, ensuring transparency and international accountability. The study identifies the role of foresight technologies within the monitoring structure as a tool for horizon scanning and scenario planning. It is concluded that modern monitoring has transformed from a bureaucratic control function into a “radar” for strategic leadership, enabling communities to detect weak signals of change and actively shape their future development trajectories. Furthermore, the research underscores that integrating these advanced digital frameworks is essential to ensuring long-term territorial cohesion and strengthening the state’s institutional resilience. The findings emphasize that professional training in data analysis and strategic forecasting for public servants must become a critical priority for future administrative reforms.
