EUROPEAN INTEGRATION AS A FACTOR IN THE TRANSFORMATION OF UKRAINE’S STATE INDUSTRIAL POLICY

Анотація

This article examines European integration as a key factor in the transformation of Ukraine’s state industrial policy. It explores the nature of industrial policy as a tool for state influence on the structure of the national economy and substantiates its political character in the context of defining strategic development priorities.The article demonstrates that European integration is not merely a foreign policy course but a comprehensive institutional process involving the adaptation of legislation, changes in models of interaction between the state, business, and society, as well as the establishment of principles of transparency, accountability, and competitiveness. It is determined that the transformation of industrial policy is driven by a combination of internal structural problems in the economy, the consequences of the post-Soviet development model, and external political changes.It is argued that the key stages of this transformation were the signing of the Association Agreement with the EU, the Revolution of Dignity, and the full-scale war, which highlighted the need to modernize industry, reduce external dependence, and build a resilient economic system. It is shown that state industrial policy is gradually shifting its focus from supporting existing industries to stimulating innovation, integrating into global value chains, and developing high-tech sectors.The article also identifies the main challenges of this transformation, including institutional fragmentation, insufficient coordination of government decisions, and conflicts between the need for state support for industry and the requirements of European competition policy. The importance of establishing a comprehensive strategic framework for industrial development is emphasized.It is concluded that an effective model of Ukraine’s state industrial policy in the context of European integration must combine adaptation to EU standards with the preservation of national interests, and focus on technological modernization, the development of critical sectors, digitalization, and improving energy efficiency.
