THE ASSESSMENT RESULTS OF STUDENTS OF THE DOMESTIC INTITUTIONS OF HIGHER EDCUATION REGARDING THE LEVEL OF MANIFESTATION OF THE HIGHER EDUCATION QUALITY DETERMINANTS AS A BASIS FOR IMPROVING THE MECHANISMS OF PUBLIC ADMINISTRATION OF ITS PROVISION

Setting the problem in general terms. Improving the efficiency of public administration over the quality assurance of higher education requires the specification of its content’s determinants and also requires determination of priority mechanisms of public administration over control development of higher education for the usage relevant bodies of public administration. Despite the sufficient attention of scientists to the relevant issues, the issues regarding the analysis of the opinions of the higher education applicants on the strength of the manifestation of certain determinants of the higher education quality have not been sufficiently developed yet. Paper objective. To figure out the importance of the basic determinants of the higher education quality and to propose directions for the content improvement of some of the public administration mechanisms on the ensuring the quality of educational activities and the quality of higher education according to the results of the analysis of opinions of students of domestic Institutions of Higher Education. Paper main body. There was held a survey of students of domestic Institutions of higher education with the purpose to update the content of the information and analytical basis for identifying the directions for improvement of the content and practice of public administration mechanisms ensuring the higher education quality. 542 respondents, mainly from the Eastern Ukraine’s Institutions of Higher Education, took part in the survey. The focus of one of the questionnaire’s questions was focused on finding out the opinion of students about the importance of certain determinants of the higher education quality. The results of the analysis of respondents ‘ answers have made such an hierarchy of determinants of higher education quality: material and technical support of the educational process (26%); accordance of the curriculum content and teaching methods to the requirements of time and demand of the labour market (21%); the level of internationalization of educational activities (18%); characteristics of scientific and pedagogical staff (18%); links between the Institution of higher education and with the real sector of the economy (17%). Each one of these determinants should find its reflection in a particular area of public policy in the sphere of higher education. Conclusions of the research. Based on the analysis of the survey of students, we have determined the following main conclusions. 1. The development of the material and technical base of the Institution of higher education can be achieved through the implementation of the principles of potential of economic and financial autonomy of the Institution of higher education. Increasing the level of financial autonomy of the state-owned Universities can be implemented in the context of reducing the powers of the State Treasury Service of Ukraine in the administration of financial resources of the Institutions of higher education. The paradigm of financial provision of higher education by the state system over financing of Institutions of higher education and financing educational services should be changed . 2. Standards of Licensed conditions of educational activities implementation, as well as the Regulations of accreditation of educational programs should be improved by changing the content of their individual wording, to be more direct: contents p. 27 and p. 30 License conditions must be appealed to the importance of practical experience of the project team members and those scientific and pedagogical workers, who involved to the teaching; content of the criteria № 2 and №4 Positions on the accreditation of educational programs should focused on the need for accordance between the education programs ,its teaching methods, time requirements and demand of the labour market.
