Current trends in the development of digitalization and implementation of innovation in the sphere of public-private partnership.

Анотація

It has been established that the presence of a sectoral strategy for digital transformation allows us to determine a single vector of industry development and synchronize the directions of innovation activities of the main participants. Currently, the direction of digital development is contained in a number of sectoral programs, but the degree of their depth and elaboration at this stage of development cannot be called corresponding to the important goals assigned to the direction of digitalization of the economy.It has been proven that domestic practice in the innovation sphere shows both the importance of market forces and the significant role of the state in stimulating innovative activity. The directions and scale of state support are currently important sources of development of the digital economy. At the same time, significant digital transformations can be achieved only under the condition of simultaneous "movement from below", when organizations and citizens are the drivers of development. The study shows that the formation of an effective digital economy requires the establishment of interaction between: the state and business; the state and society; business and society.Such interactions in Ukraine have been actively developing in recent years within the framework of concession institutions and public-private partnership. Therefore, it is advisable to use the approaches and solutions obtained within the framework of the functioning of these institutes, as well as to use these mechanisms themselves for a more successful implementation of the achievements of the digital economy. The most promising areas that stand out allow for the integration of the business, state and scientific sectors into certain technological areas that have the greatest prospects and significance.The development of the digital economy can lead to the emergence of an economy of a new technological order. Transformational changes will occur not only at the level of individual areas, but also at the level of entire industries and the macroeconomic system as a whole. This can be presented as a new technological order in addition to the already existing approaches, according to which 6 or 7 technological orders are distinguished.Of course, digital technologies are an integral part of the fourth to sixth modes, but the new wave of digitalization will affect the established methods of economic activity in most areas of economic activity, social and public spheres, which is why it is worth concluding about the existence of a separate seventh mode, which is almost entirely based on the achievements of the digital economy. At the same time, the development of the digital economy is currently not progressing at a high enough pace. An analysis of the development of innovation processes in the digital economy of Ukraine shows that this sphere is not even close to the leaders in the national economy, neither in absolute nor in dynamic characteristics, and continues to experience a high dependence on imported developments. Indeed, it is difficult to talk about the significant role of digital technologies in the economy of Ukraine, despite all the efforts and all the attention that has been paid to this direction in recent years. Accordingly, it is necessary to activate innovation processes based on digital tools.Within the framework of the development of the digital economy, which can be considered as an integral part of innovation processes, there is a high probability of the appearance of obstacles characteristic of innovation activity in general. Thus, within the framework of the development of the digital economy, special attention should currently be paid to the formation of a favorable innovation climate (digital climate) and the elimination of existing barriers and restrictions at the level of the national innovation system, innovation systems of regions and municipalities, industries, as well as the shortcomings of innovative business entities.
