The «third mission» of Ukrainian universities: challenges and prospects in the context of martial law and post-war reconstruction
Анотація
The article highlights the problem of implementing the “third mission” of Ukrainian universities in conditions of martial law and post-war recovery. It reveals its essence, which encompasses technology transfer, social interaction and lifelong learning, and emphasises its importance as a strategic direction for the development of higher education institutions. Particular attention is paid to the social responsibility of universities, which is becoming an integral part of the education system and is implemented through cooperation with the authorities, business and communities. Examples of the successful transformation of Ukrainian universities are presented, in particular participation in the Triple E Awards international competition, where a special nomination, “Initiative to engage the public in Ukraine”, was introduced for the first time in 2024. The activities of the Luhansk Taras Shevchenko National University are highlighted separately, demonstrating successful adaptation to the implementation of the “third mission” through cooperation with local communities, support for student and graduate start-ups, involvement of young scientists in project activities and the development of innovative practices. Systemic challenges are highlighted: the lack of clear marketing and communication strategies in most higher education institutions, the uncertainty of institutional image, limited financial resources, low integration into international consortia, fragmented development of academic entrepreneurship, etc. It is emphasised that the key problem remains the predominance of situational initiatives over a systematic and strategically integrated approach, which complicates the full integration of the “third mission” into university development strategies. The need to create regulatory, legal, and financial support mechanisms that will stimulate long-term cooperation between universities and society and economic partners is justified.
