THE PROFESSIONAL QUALIFICATION OF «PROJECT MANAGER» IN THE FOCUS OF THE LABOUR MARKET

Анотація

The article provides a scientific and applied argumentation for the relevance of the professional qualification of "Project Manager" as an instrument to strengthen the convergence between higher education and the labour market. The prerequisites for the dissemination of the project approach in management and its transition to the level of a universal managerial logic for implementing changes are highlighted. Factual data and statistics regarding the demand for the "Project Manager" position are presented. The role of digitalisation in transitioning change management processes into a project format is revealed. The competence potential of a project manager in managing cross-functional transformational initiatives is demonstrated. The article identifies the significance of a professional qualification in establishing a link between student training and the performance of specific labour functions, and in formalising the correspondence between learning outcomes and the requirements for a professional role in the labour market. The institutional framework for awarding professional qualifications by higher education institutions in the absence of professional standards is determined. The specific features of the procedure for awarding a professional qualification within an educational programme are outlined. Reasoned confirmation is provided for the recovery growth in demand and the leadership of the "Project Manager" position in the IT sector of the Ukrainian economy, following a significant downturn in this segment of the labour market due to the large-scale Russian military invasion. The dynamics of the number of vacancies and salary levels over the last year (March 2025 – March 2026) for the "Project Manager" position are presented. Prognostic estimates regarding the global long-term shortage of PM professionals, which will also be felt in Ukraine, are provided. The differentiation of key areas of project managers' activities by demand level is detailed. The reasons for the growing demand for project managers in the Ukrainian economy and internationally are explored. Probable technological, economic, market, and educational and personnel risks accompanying the development of project and projectoriented activities in the current reality are identified. The main arguments for the expediency of awarding the professional qualification of "Project Manager" to higher education students are summarised.
