Industrial Parks: State and Development Trends in Ukraine

Introduction. Industrial parks are one of the key instruments for attracting investment, supporting industrial production, fostering innovation clusters and creating new jobs. In the context of Ukraine’s economic transformation, deepening European integration and the need for post-war recovery, industrial parks can ensure systemic regional development by stimulating production localisation and enhancing the competitiveness of the industrial sector. Purpose. The purpose of the article is to analyse the current state of industrial parks in Ukraine, identify major development trends, key challenges and prospects in the context of the country’s economic recovery. Methodology. The study applies several key methods: analysis of legislative acts (including the Law of Ukraine “On Industrial Parks,” the Tax Code, the Customs Code and related regulations); comparative analysis to examine different types of industrial parks (state-owned, municipal, private), their specialisation and spatial distribution across regions; statistical analysis to assess quantitative indicators of the industrial parks network (number of parks, area, resident availability, sectoral distribution, growth rates); generalisation and synthesis to formulate overarching development trends and outline key problems, institutional challenges and opportunities. Results. Industrial parks in Ukraine demonstrate rapid growth, improved legislative support and expanding sectoral specialisation, all of which enhance their investment attractiveness. Despite the positive dynamics, most industrial parks remain at an early development stage due to insufficient infrastructure and limited business access to financing. Nonetheless, industrial parks are gradually becoming a pivotal instrument for post-war reconstruction and the formation of new industrial clusters in Ukraine.
